There is currently no package being sold of Witch Queen that includes Beyond Light. Witch Queen includes only Witch Queen. Witch Queen Deluxe includes Witch Queen, two dungeons, and seasons 16 through 19. Witch Queen + 30th Anniversary Deluxe includes Witch Queen Deluxe plus the 30th Anniversary mini-DLC.

No Which Queen will not include or get you access to Beyond Light.They are separate DLCs. You will need to purchase each to get access to their associated content.
