General Avlora is one of the characters that can be recruited through choices alone. This means that you don't need to reach a certain amount of conviction value before she joins your army. However, General Avlora's series of choices is the most intricate of them all.
To recruit General Avlora, you need to unlock the Golden Route/True Ending. After this, she will join you in Chapter 17.

Overview
General Avlora is one of the antagonists of Triangle Strategy. She's one of the first boss characters that's introduced into the game and one that you'll fight before you can recruit her. The reason for her defection from Aesfrost to House Wolffort is that Cordelia's words have swayed her and she wants the war to stop and believes that House Wolffort is the banner she wants to support.
Tips and Tricks
If you've played a classic Final Fantasy game before or even Bravely Default, the closest comparison to Avlora is the Dark Knight class. She trades her HP for damage and her damage can be quite devastating, able to single-handedly deal with a mob of opponents all on her own.
Her passive, Desperate Strike, allows her to deal more damage when her HP is at 50% or below. Which means that the optimal way of playing Avlora would be to make sure she's always around the 50% HP range. Just make sure that she isn't left completely alone without a healer as she might still fall if you carelessly just toss her into the heat of the battle.
You might be familiar with the move Bloody Cross as Avlora might have used this same ability on you when you're fighting her. Luckily, she keeps that when you get her to join your army but it's locked behind the weapon upgrades as it is her special weapon skill.
