The world has many differnt people - incoluding those whop are lazy, dumb, meanspirited, unethical, unreasonable, and unbalanced.
There is no barrier to entry for either buyers or sellers on eBay, so all of those people are going to be represented here - and you will run into some of them eventually.
But that aside ... IMHO there is no reason a buyer should be required to contact a seller before leaving a negative feedback. First, because sometime what a seller considers "making it right" is still a negative experience, and second because some sellers are abusive and buyers should not be required to engage further with them in order to warn others.
