Nemesis is a Bio-Organic Weapon developed by Umbrella's European Branch to fill the need for an "intelligent" Tyrant capable of field work besides previous T-002 Tyrants that were only capable of "retrieving" & "attacking". Utilizing a special parasite derived from the T-Virus, the Nemesis was born. The parasite could increase intelligence of the host, rendering the previous versions obsolete.
There were 4 Nemesis models developed for the European branch however, one showed capable independent thought and tried to escape only to be killed in the attempt. Due to this the other 3 test subjects were given 'restricted' intelligence.The model that was sent to Raccoon City was the Nemesis T-02 as it was the only one that underwent a long period of training. What became of the other two is unknown.
Jill Valentine first meets Nemesis outside the Raccoon City Police Station when it jumps out of nowhere in front of her and Brad Vickers. It kills Brad by impaling a purple tentacle through his head. Jill would now encounter Nemesis at various points in the game, each encounter, Nemesis would have a new feature. Be it a bazooka, new tentacles or a totally different form.
Nemesis is killed at the end of Resident Evil 3 when Jill manages to shoot it with a prototype Rail Cannon while in the Umbrella Factory.

Resident Evil Operation Raccoon is what if game that is non cannon to series and set at time of Resident Evil 2 and 3.Nemesis appears as a boss which player need to reprogram Nemesis.After his reprograming it takes a launcher and starts to search and eleminate S.T.A.R.S. members as its primary object.He also appears in Multiplayer game mode special for X Box 360.Players fights to control Nemsis and can use it against enemy if they program it.
Nemesis is known for their sheer strength, stamina and high intellect, it is these that make it an efficient killing machine. Unlike previous Tyrants, Nemesis was able to employ the use of weaponary to help achieve its aims. It is also shown to have a developed sense of rational thinking as it destroys the escape helicopter on purpose that Jill and Carlos intended to escape in.
The model poses no such weakness and undergoes various mutations to help meet its aims. However, what can be noted is that as it mutated more and more, Nemesis lost sight of its order to kill the remaining S.T.A.R.S members and resorted back to primitive Tyrant behaviour. It's final blob like form in the the Dead Factory is more or likely due to the amount of chemicals it was exposed to in the waste system of the factory.
Nemesis was originally a human named Matt Addison. He was infected by a Licker during the events of the first Resident Evil film. In Resident Evil: Apocalypse the virus has fully transformed him into the Nemesis. He is armed with a rocket launcher and a six barreled mini-gun. He was capable of receiving orders via computer and his vision would be relayed through said video monitors. He was capable of targeting and assessing threat levels.
Alice realizes that Nemesis is Matt and refuses to kill him. Nemesis remembers her as well and turns on Umbrella. He is thought killed by an exploding debris but (according to the novel) he survives only to be killed by the nuclear missile strike that wipes out Raccoon City.
